Comma-separated key/value pairs carrying vendor data, e.g. congo=t61rcWkgMzE

A traceparent has four hyphen-separated fields: a two-digit version, a 32-digit trace-id, a 16-digit span-id and two flag digits.
It must be lowercase hex. Uppercase is treated as a different trace and many collectors drop the whole header.
The last two digits are flags, where 01 means sampled. With 00 downstream still propagates the context but does not report — check this bit first when a trace goes missing.
